Why do you care?
A whitepaper is a foundational piece from a cryptocurrency project to communicate many aspects of the coin. These artifacts often include background and purpose of the project. You can often understand the strategy and goals of a coin as well. More robust efforts will include items like block rewards, detailed explanations of differentating features and some background on the team. A whitepaper may not be required to launch a coin but until a project submits one to the public it is difficult to hold them accountable. A litepaper is a simpler version of a whitepaper and often has more of a marketing feel to it but is very help to less technical investors.
